To get Halloween: The Game Perk Cards, complete matches to earn Perk Points. Spend Perk Points on Perk Card rolls. The developer says spending more points can raise the chance of pulling a higher-rarity card, but it does not publish the actual odds.
How Do Perk Decks Work?
Collected cards form a Civilian Perk Deck, which you can equip in a Civilian Loadout. During matches, Perk Cards are rolled to provide gameplay boosts. Those in-match rolls are randomized, so the effects available to you can differ from one match to another. See IllFonic's official Perk Deck video for a short demonstration.
Perk Points, Rolls, and Temporary Upgrades
Perk Points have two confirmed uses: rolling for new cards and temporarily upgrading a card you already own. A temporary upgrade raises that card's level for a set number of matches; it does not establish a permanent higher level.
The official material does not publish fixed roll costs, a probability table, or the number of matches for every temporary upgrade. Check the current in-game interface for the cost and remaining uses shown for your own cards.
